Are the NCC flags a certification?

No. They compare this layout with publicly described NCC Housing Provisions 11.2.2 and IRC R311.7 ranges. They are not a determination. Verify against current ABCB publications and a licensed builder.

How is the stringer length calculated?

Pitch length is the hypotenuse of total rise and total going (risers minus one, times the going you entered). Cut marks are equally spaced along that pitch. Scale is labelled on the drawing.
